Management and performance of territorial police structures: a conceptual framework based on indicators

Gabriel Nicolae UȚĂ
Valahia University of Targoviste, Romania

Abstract. The management of police structures involves the coordination of activities carried out in an environment characterized by uncertainty, operational pressure, legal responsibility and the use of limited public resources. Under these circumstances, the evaluation of management cannot be reduced to the number of interventions, sanctions or criminal acts recorded. The article proposes a multidimensional conceptual framework for identifying and formalizing indicators that could support the managerial evaluation of territorial police structures. The approach has a theoretical and exploratory character: no real data are processed, no concrete units are evaluated and no institutional rankings are formulated. Dimensions regarding the operational context, effectiveness, responsiveness, human resources, use of material and financial resources, quality of service, legitimacy and managerial capacity are discussed. The methodological part develops indicative formulas for expressing indicators, normalizing values, constituting sub-indices and building a synthetic managerial index. The numerical examples are exclusively hypothetical and have the role of clarifying the mathematical mechanism, not of producing empirical findings. The proposed framework can represent a basis for further research, provided that the indicators are validated, the data quality is ensured and the results are interpreted in relation to territorial and institutional specificities.

Keywords: public management, police management, institutional performance, performance indicators, evidence-based management, legitimacy, composite index.
